Probably the wars of Surak's time. There was nuclear explosions, remember. WW1 a close second. And even if there were many millions who died on Cardassia, it ended pretty fast so chances are you'd make it if you just kept out of sight for a while.

It would have to depend on where in the Delta quadrant you were, or what kind of ship you were on in the Delphic Expanse. For instance, if you were on a Talaxian colony in the Delta quadrant, versus a Xindi Insectoid ship in the Expanse...

In those cases I really don't think location has any bearing on the situation. If I was a bonded Vulcan I'd be locked in my quarters, trying to meditate my way through Ponfarr without my mate. I'd either live and still be stuck wherever I was, or I'd be dead.
