I wish I could leave

Sounds like a tricky one I can only remember two 'rascals' throughout ENT - Q'ell and Sim, but since it has a bit of an Archer-y ring to it (it sounds somewhat too human for Phlox), my guess is Archer thinking about Sim in the aftermath of Similitude.

It IS Archer, but he's definitely not thinking about Sim.

Rascals do not have to be little boys, and neither Q'ell nor Sim were kids I would consider rascals.

With the help of that clue, my guess is it's Archer thinking of AG Robinson, in First Flight.

(And quite right too - I'd say that AG showed a lot of class that the petulant Archer would do well to try to emulate.)
