The Eurovision Song Contest is about 60 years old and every country can select a song with any kind of genre. They used to have the rule that you have to sing in your own language, but because most people tend to vote for a song of which they know what's the song about, they dropped that rule.
Ilse and Waylon - the singers - are true country singers for a long time. In fact they are truly from the Dutch country side (including - especially with Ilse - the accent that goes along with it). Ilse was one of the co-writers of the song and the hat of Waylon.... He just likes hats. He has twelve of them.
